I don't agree. WP:NOTNEWS applies here. Just because it may have generated local media coverage does not demonstrate lasting significance of a carousel. Also I believe the article is unambiguously promotional and uses non-encyclopaedic language such as "new carousel" and even details the cost and length of a ride.
