OK, after checking PSU's Geographic Names, it appears the major Warm Springs Reservoir straddles Malheur and Harney counties (though it is listed as being in Harney) and that the Malheur-only one, which is nearby, is a very minor thing (somewhere east of Beulah Reservoir) in comparison.
