Pretty much. It doesn't seem he ever described himself as such, but that's mostly a factor of most of his life (and time spent politically active) happening before anarcho-syndicalism became prominent as a label and organized school of thought (which really happened in the 20th century for the most part). He can definitely be considered a de facto one for sure, but it might be a bit presumptuous to add him to a list if he never (to our knowledge) self-identified as such, though I'd support adding him with perhaps a caveat. He was certainly an anarchist trade unionist, was friendly with Rudolf Rocker, and the ideas that led to a lot of Rocker's own writings came from the experiences of him and other Jewish trade unionists in the East End (especially regarding their organizing, attempts to start co-operatives such as bakeries, and general integration of the union with the community).
