Notability of Service of informations and of public relations of armies

A tag has been placed on Service of informations and of public relations of armies requesting that it be speedily deleted from Wikipedia. I could not find any reliable sources about the subject, therefore, I believe this article fails both WP:GNG and WP:BIO. I would BLPPROD the article, as it's unreferenced; however, it was created before March 18, 2010.
