I have contacted that administrator who instituted the rangeblock which seems to have affected you. Rangeblocks are blocks of entire ranges of IP addresses, instituted to control vandalism from determined users who frequently change their IP address to avoid scrutiny. They may either be "soft" (which effect ONLY un-logged-in users) or "hard" (which effect everybody using that IP range). It appears that this is a "hard" rangeblock; there are technical means which can be instituted in order to allow selected users to edit through hard blocks (see WP:IPEXEMPT for more information) however, given the nature of the block, we need to await a response from the administrator who initially placed it.
