You're going to have to clarify what you mean. Project management is a series of tools and best practices designed to reduce the risk and increase the efficiencies of projects. It can be applied to any manner of project and/or applied in varying degrees of formality. The public sector refers to various government services. Where I'm stuck is what you mean by industry. Are you referring to the physical change in address of a particular business? Or maybe a change in zoning ordinance to shift industrial concerns to a particular area? Something else? Moving businesses is almost always a difficult task and PM is frequently used to increase the chance of success, but it is tricky and difficult work regardless of the use of formal PM tools. I wonder if the OP wants to know how easy it is for a Project manager working in the public sector to move between industries, say betweem the healthcare sector and the tax department or transport.
