Reorganized the sections

I've reorganized the sections in this article; so that they follow the '3 levels' described in the lead, and so that they read in chronological order. I've not removed or added any information, but I think both may be necessary. Would one of the editors of this page please take a look. In particular, I think there sould be greater reference to payments made to victims; as this is surely an important aspect of the Church's response.
