- Germany – 2003 and 2008, but has decided to participate in the same in 2011 as it is able to attend a timeout.
- Italy – In 2011, but was fined have the possibility to participate.
- San Marino – In 2011 wanted to participate in the competition, but the competition could not be found eligible contestants were taken.
- Turkey - Wants to participate can join.
