Charles Mok (Chinese: 莫乃光; pinyin: Mò NáiGuang)is a renowned pioneer of Hong Kong’s Internet and information technology industry, and has been actively promoting ICT industry development and digital inclusion in the region. He receive's his Bachelor and Master Degrees in Electrical Engineering from Purdue University, United States. In 1999, he was awarded as one of Hong Kong’s "Ten Outstanding Young Digi Persons”. He is regular writer currently appearing in the Hong Kong Economic Journal, The Sun Daily, and CUP magazine, which most of it's written works extensively on technology and management.

He was the co-founder of HKNet in 1994, and was assisting in developing the company from an Internet service provider (ISP) into a leading "next-generation" IP telecommunications operator in Hong Kong. As a founding chairman of Internet Society, Hong Kong Chapter (ISOC HK), and the ex-officio member and immediate past president of the Hong Kong Information Technology Federation (HKITF). He was also a past chairman and a co-founder of the Hong Kong Internet Service Providers Association (HKISPA). He has served the community and monitored the government in his various capacities relating to fair competition, media freedom, personal privacy, consumer protection, healthcare, transport, human rights and democracy development in Hong Kong.
