Professor Dr. Richard S.J. Tol (born 1969 in Hoorn, raised in Zwaag, West Frisia) is a Research Professor at the Economic and Social Research Institute, Dublin, Ireland, responsible for the research areas energy and environment. He is also the Professor of the Economics of Climate Change at the Vrije Universiteit, Amsterdam, the Netherlands; an Adjunct Professor at the Department of Engineering and Public Policy, Carnegie Mellon University, Pittsburgh, PA, USA; and an Associate of the Research Unit Sustainability and Global Change, Hamburg University and Centre for Marine and Atmospheric Science, Hamburg, Germany.

Richard Tol has an MSc (1992) in Econometrics and a PhD (1997) in Economics, both from the Vrije Universiteit, Amsterdam, the Netherlands.

Richard Tol is an author (contributing, lead, principal and convening) of Working Groups I, II and III of the Intergovernmental Panel on Climate Change, sharing the 2007 Nobel Peace Prize. He is an author and editor of the UNEP Handbook on Methods for Climate Change Impact Assessment and Adaptation Strategies. He is an editor of Energy Economics. He regularly participates in the studies of the Energy Modeling Forum.

Richard Tol specialises in energy economics and environmental economics, with a particular interest in climate change. He is known for his work on the social cost of carbon and integrated assessment modelling, having developed the FUND model. He is ranked among the Top 500 Economists in the world[1] according to IDEAS/RePEc. He is a GTAP Research Fellow "in recognition of his innovative applications of the GTAP Data Base in the field of environmental economics", partly for his work on virtual water.

Richard Tol has regular appearances in the media, arguing in favour of economically rational climate policy.[2][3][4][5][6][7][8]
