Just as [[:Category:Roman consuls]] is split into [[:Category:Imperial Roman consuls]] and [[:Category:Roman Republican consuls]], so are the categories for military figures. If those categories need to be merged, the categories for consuls should be merged as well. If you feel the need to merge the consul categories as well, I won't argue with you any further.
