The Department of Justice cited data from the Hong Kong International Arbitration Centre (HKIAC), highlighting that the number of arbitration cases in Hong Kong is increasing and noting that Hong Kong ranks third among the world's most popular arbitration locations. Additionally, a spokesperson from the Department of Justice emphasized that after Hong Kong's return to China in 1997, it continued to maintain its judicial independence under the common law system, and under the "one country, two systems" framework, this system will continue in the long term. Furthermore, Hong Kong has reached several arrangements with the mainland concerning arbitration, which have further strengthened the legal mutual assistance framework and received national policy support, aiming to establish Hong Kong as an international legal and dispute resolution service center in the Asia-Pacific region.
