:Funny, it's the only area in Southern California that has effectively curbed sprawl. You probably dont have a clue what the SOAR initiative is, or how effective it's been. And you might be thinking of Thousand Oaks and Simi Valley when you mention white flight. The Oxnard Plain is one of the most ethnically diverse metros in California. Oxnard is more than half hispanic, and is home to a large number of African Americans and Asians. Ventura, Camarillo and Port Hueneme all have a good mix of ethnicities.
