Hmm! I've done IRC from time to time - while it's really useful sometimes I must confess I have a pet peeve against the 'meta' of conducting wiki business over IRC. But for casual talky-talk, it's not a bad idea. Which server/channel should I hit? irc.wikipedia.org / #wikipedia?

Hmm. First off, 'DoD' = Department of Defense. The incidents are 2 years or so old, so there's little active discussion right now - but if I can dig up anything beyond those links to help clarify, I will - but the links I provided should serve well.
