Burton & Garran Hall is a residential hall for undergraduate and postgraduate students at the Australian National University in Canberra. The hall is located on Daley Rd. and consists of five blocks, the fifth major block, known as 'Central Block', consists of a collective kitchen, a bar, and the administration facilities.

History

The hall was combined from two halls of residence, Burton Hall and Garran Hall.

Burton Hall was named after Professor H. Burton. Professor Burton was principal of the Canberra University College from 1949 to 1960 and, after the college became associated with the ANU, Principal of the School of General Studies from 1960 to 1965. At the same time as being principal, he also held a professorship in Economic History.

Garran Hall was named after Sir Robert Garran, the first secretary of the Federal Attorney-General's Department and Parliamentary Draftsman from 1901 to 1916. He was Solicitor-General from 1916 until 1932. Garran was president of the first Council of the University Association and Chairman of the Council of Canberra University College from 1930–53. He was the first honorary graduate of the University, receiving a Doctorate of Laws in 1951, and a Chair in the Faculty of Law bears his name.

The Australian National University is located in the Australian Capital Territory with Burton and Garran Hall residing at the Clunies Ross Rd. end of the campus.

Sub-Deans & Senior Residents

For the 2007 academic year, this system will consist of 2 Sub-Deans, 4 'Principal Senior Residents', 12 Senior Residents and a number of Associate Senior Residents appointed.[citation needed]

These Associate Senior Resident positions consist of bar staff (including a bar manager), computer staff and transport staff.

Resident Committee (BAGRC)

The Residents Committee is elected in Term 4 of each academic year to serve for the following year. These elections are non-compulsory and general result in minimal turn out therefore the committee just ends up being a popularity contest.

The Committee shall consist of the President, Vice-President, Secretary, Treasurer, 1 Arts Representative, 1 Postgraduate Representative, 2 Male Sports Representatives, 2 Female Sports Representatives, 1 International Representative, 1 Community Representative, 1 Communications Representative, 1 First Year Representative and 1 First Year International Representative.

It is expected that each member of this elected committee shall conduct their portfolios consistently with the principles of the Resident Committee Rules.

Each year one resident is awarded the BAGMA President Awards in recognition to service to Hall and fellow residents. The Award is presented at the Valeté Ball at the end of the year. Past recipients include:

Athletics

Burton & Garran athletic teams are known as the Redbacks, marking them as only ANU Hall to take a native animal as their mascot.

The college has teams competing in the ANU Inter-College Sports Shield and has a number of titles in individual sports to its credit. However it has never had the distinction of holding the overall competition trophy.

Redback rivalries in this competition include Bruce Hall with whom Burton & Garran Hall were once closely affiliated and also John XXIII College who have dominated the overall competition for much of its recent history.

In 2007 Burton & Garran have had a successful start to Inter-Hall competition making finals appearances in Male Hockey, Male Cricket, Female Cricket & Netball whilst taking out both Basketball competitions, Female Volleyball and AFL. 2007 also marks the first year in which Burton & Garran Hall has ever won the prestigious Inward Bound event.[citation needed]

At the end of term 3 Burton & Garran are in 2nd place for the Sports Shield, closely following John XXIII.

Arts

Burton & Garran Hall competes in a selection of artistic endeavours and competitions for the ANU Inter-Hall Arts Shield. Burton & Garran Hall has never held this award in overall standings although it has won individual events in the past.

Burton & Garran are currently the reigning Debating champions.

Wider Issues

Rent is an on-going issue at the hall with the current tariff for 2007 being AU$144.50 pw. The tariff for 2008 will be AU$149.50 pw.

The new implementation of the university-wide CardAx system has also had some problems, especially in regards to emergency safety.

Other areas of concern include the utility of the laundry and kitchen areas and the on-going maintentence and upkeep of the college facilities.

There has been recent discussion whether the redidents committee is actually representative of the residents. The committee continually fails to disclose what % of residents actually vote in the elections. It is estimated that it is as little as 5% of the resident population. There is little accountability of the residents committee to students or even external auditors. The committee sets its own fees which are compulsory for residents to pay. At present the committee derives approximately $50,000.00 from annual membership fees.

Wider Issues regarding the Leadership of BAGRC:

It is interesting to note that "DirtKlan" also known as Callem Davey and President of the residents committee regularly edits out any comments that critisize the residents committee. In a previous version a comment was made that "Despite attempts by numerous residents to raise their concerns with the Residential Life Committee and the Hall Administration in 2007, nothing has been done to rectify these known problems." This comment was subsequently removed by DirtKlan who is also the President of the committee at which the critisicm was directed. This has not been the first attempt by various student representatives to silence critics. Last year there were many attempts by the executive leaders to silence outspoken critics.

The question remains, when will the leaders of BAGRC start showing transperancy, accounability and deal with genuine isssues raised by residents rather than "deleting" posts that are critical of the leadership or lacking leadership from elected representatives!! Lets wait to see how long these comments last before DirtKlan removes them!
