Yuba City does not have a population of "66.95% Indian Americans", which isn't a census category anyway, can this be fixed?

NPOV

Underneath the history section there is an unsectioned paragraph that appears to be a non-neutral point of view. Should edit and sub-section for better organization and accuracy.
