Fair use rationale for Image:Dio SacredHeart.jpg

Image:Dio SacredHeart.jpg is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in Wikipedia articles constitutes fair use. Competition

At the time of its release, Dio was interviewed in various sites, and talked of a competition based around things hidden in the cover and lyrics. Sadly, the only reference I have is an old audio tape of him discussing this on a Liverpool(UK) friday night Rock Show (although I think it was covered in Kerrang magazine).
