Public Contracts Scotland is the national advertising portal for public sector contract opportunities in Scotland. It was created in 2008 as a result of John McClelland’s 2006 review of Public Procurement in Scotland. Mr McClelland’s report called for a single public sector “electronic portal” to be established as a part of the Scottish Government’s Public Procurement Reform Programme to resolve a number of issues which he found. As a result in October 2008 Public Contracts Scotland was launched. The site provides suppliers with easy access to all essential information on public sector contract opportunities, encouraging a competitive market environment generating a better deal for the tax payer. The site provides purchasers with a centralised system to advertise both high value and sub threshold contracts to registered suppliers.

All public bodies are expected to use Public Contracts Scotland with most of the contracts posted from Scottish Local Authorities, NHS Scotland, the Scottish Government Family, Higher and Futher Education, Emergency services. The total the public sector in Scotland spends over £9bn ongoods and services every year, with approximately 150 public bodies each spending over £1m every year, sixty percent of which spend more than £25 million a year on goods and services (92% total spending). Public Contracts Scotland provides a one stop shop for suppliers wishing to tender for public sector business.

After Mr McClelland’s report was published, the Scottish Government began the reform of their procurement process a competitive tendering exercise was undertaken to find a suitable supplier to provide a contracts portal. Millstream Associates Ltd was then awarded a 5 year contract to provide Public Contracts Scotland.
