Maybe this article will be improved when the new wheel opens; if not, or if not by much, then the merge will most likely be appropriate. - Oppose a merge for now. Other similar wheels (see here for examples) are considered notable just by their existence. Sources are already covering the Capital Wheel not just as a wheel but for its role ion changing the regional image (e.g., here).
