If you're referring to Chimsnero goldsmith, then the simple and unfortunate answer is you cannot - not everyone is notable enough to be covered in Wikipedia, and the consensus at the discussion about whether or not the article should be deleted is that they are not. - The Bushranger _{One ping only} 13:09, 14 January 2016 (UTC)[reply]

Well ANI is generally the "court of last resort" - for cases where a username is the issue (such as here with it being promotional/role account and thus violating WP:U) listing at WP:UAA is, in the future, where you should list it.
