Carl Higbie is an American author and former Navy SEAL. He is the spokesman for the pro-Trump Great America PAC.[1]

He served two tours of duty during Operation Iraqi Freedom.[citation needed] Higbie is the author of Enemies, Foreign & Domestic: A SEAL's Story. He has appeared on Fox News and CNN. Higbie unsuccessfully ran for Congress in Connecticut in 2014.[citation needed]

After Higbie's book Battle on the Home Front: A Navy SEAL's Mission to Save the American Dream[2] was published in 2012, his security clearance was downgraded from "top secret".[3] He signed out of the SEALs before the end of his term of duty with an honorable discharge. Some two months later the Navy downgraded his discharge to "general".[3] A second book, Enemies, Foreign and Domestic: A SEALS's Story, was published in 2016.[4]
