Wikipedia:Requests for arbitration/Armenia-Azerbaijan/Proposed decision

From Wikipedia, the free encyclopedia

This is an old revision of this page, as edited by Paul August (talk | contribs) at 18:22, 27 March 2007 (→‎AdilBaguirov banned: Support). The present address (URL) is a permanent link to this revision, which may differ significantly from the current revision.

all proposed

After considering /Evidence and discussing proposals with other Arbitrators, parties and others at /Workshop, arbitrators may place proposals which are ready for voting here.

Arbitrators should vote for or against each point or abstain.

  • Only items that receive a majority "support" vote will be passed.
  • Items that receive a majority "oppose" vote will be formally rejected.
  • Items that do not receive a majority "support" or "oppose" vote will be open to possible amendment by any Arbitrator if they so choose. After the amendment process is complete, the item will be voted on one last time.

Conditional votes for or against and abstentions should be explained by the Arbitrator before or after his/her time-stamped signature. For example, an Arbitrator can state that she/he would only favor a particular remedy based on whether or not another remedy/remedies were passed.

For this case, there are 13 active arbitrators of whom 1 is recused, so 7 votes are a majority.

For all items

Proposed wording to be modified by Arbitrators and then voted on. Non-Arbitrators may comment on the talk page.

Motions and requests by the parties

Place those on /Workshop.

Proposed temporary injunctions

Four net "support" votes needed to pass (each "oppose" vote subtracts a "support")
24 hours from the first vote is normally the fastest an injunction will be imposed.

Wikipedia is not a battleground

1) Wikipedia is a reference work. Use of the site for political struggle accompanied by harassment of opponents is extremely disruptive.

Harassment

3) Harassment of any editor is not tolerated on Wikipedia. Harassment is defined as a pattern of disruptive behavior that appears to a reasonable and objective observer to have the purpose of causing negative emotions in a targeted person or persons, usually (but not always) for the purpose of intimidating the primary target. The purpose could be to make editing Wikipedia unpleasant for the target, to undermine them, to frighten them, or to encourage them to stop editing entirely.

Oppose:
  1. The Uninvited Co., Inc. 16:34, 26 March 2007 (UTC) I don't like this because it's too broad, in that it could easily be construed to apply to legitimate efforts to deal with users who misuse the site. There are many, many unfounded complaints of harassment here. We should be intentional about defining the boundaries. Wikipedia:Harassment is not policy and lacks consensus support.[reply]

Harassment

3.1) Use of Wikipedia to harass other editors is prohibited. Harassment is an ongoing pattern of participation with no legitimate editorial purpose that intimidates another user or seeks to drive another user away from the project.

Sockpuppets

4) Abuse of sockpuppet accounts, such as using them to evade blocks, bans, and user accountability–and especially to make personal attacks or reverts, or vandalize–is strictly forbidden. See Wikipedia:Sockpuppets.

5) Wikipedia users are expected to behave reasonably and calmly in their dealings with other users. Insulting and intimidating other users harms the community by creating a hostile environment. Personal attacks are not acceptable.

Enforcement by block

1.1) Violations of paroles imposed on parties of this case may be enforced using blocks of escalating duration. Administrators are encouraged to use judgment and discretion in enforcement of this remedy. Blocks and bans are to be logged at Wikipedia:Requests for arbitration/Armenia-Azerbaijan#Log of blocks and bans.

Support:
  1. The Uninvited Co., Inc. 16:45, 26 March 2007 (UTC) I believe that, in cases like this, it's important to give administrators flexibility to deal with the specifics of a violation of a remedy. Asking administrators to wait until the sixth block before using a duration longer than a week, when the matter has already been escalated to RFAR once, is unreasonably indulgent. Discussion by Arbitrators

General

Motion to close

Implementation notes

Clerks and Arbitrators should use this section to clarify their understanding of the final decision--at a minimum, a list of items that have passed. Additionally, a list of which remedies are conditional on others (for instance a ban that should only be implemented if a mentorship should fail), and so on. Arbitrators should not pass the motion until they are satisfied with the implementation notes.

Vote

Four net "support" votes needed to close case (each "oppose" vote subtracts a "support")
24 hours from the first motion is normally the fastest a case will close.
