Rafael "Raffy" Teshiba Tulfo (born March 12, 1960) is a Filipino broadcast journalist, columnist, radio presenter and television personality whose work focuses on government and private sector issues.[2]

Tulfo has a weekday afternoon radio program entitled Wanted sa Radyo on Radyo5 92.3 News FM with Sharee Roman. The program focuses on aiding the poor and marginalised with domestic affairs and societal injustices. He was also behind investigative and public service shows like Philippines' Most Wanted, Task Force Siyasat and Problema Mo, Sagot ko. He is one of the Tulfo Brothers in Isumbong Mo: Tulfo Brothers along with Ramon, Ben and Erwin Tulfo. The program aired only few episodes due to some internal network problems and controversies. Tulfo also wrote columns for the widely circulated tabloid newspapers "Abante-Tonite", "Abante" & "Pinoy Parazzi".[3]

Aside from his native Cebuano (Bisaya), Tulfo speaks fluent English, Filipino (Tagalog), and Chavacano, a Spanish creole.
