James Van Leuven Mensah (also known as J.V.L. Mensah) was an Accountant, a Public Servant, Banker and Politician. He was born at Kengen, Ghana to Joseph Mensah and Yanke Adela on 8th February 1937. His father was a Catchiest from Nkroful, the birthplace of Dr Kwame Nkrumah. Mr Joseph Mensah settled at Kengen and worked with a Dutch Missionary called Fr. Van Leuven at the local Saint Mary’s Catholic Church. He named his son in honour of the Reverend Father Van Leuven.


Early Life and Education

J.V.L Mensah attended the local school and sat the common entrance examination[1] at Axim. Following an interview at Cape Coast, he was admitted to Achimota School. He went to Achimota School and completed Cambridge Overseas School Certificate GCE Ordinary Level equivalent in 1955. He went to College of Technology, Kumasi in 1956. In 1962, he attended the School of Administration, Achimota where he studied ACCA intermediate Accountancy. In 1965, he went to complete his ACCA Accountancy Course in England at Balham and Tooting College of Commerce. He became a member of the ACCA in and in 1973 he became a Fellow member with the title FCCA.

In 1983, while in the UK he enrolled on an inter LLB course at Charts University College London. He later transferred to University of Buckingham where he was awarded an Honours Degree in 1985. He went to the USA to start a Master’s Degree in Law at  Penn State Law in 1986.

Career and Public Life

Mr Mensah worked with the United Africa Company (UAC) from 1957 to 1965 as a Management Trainee and Trainee Accountant before travelling to the UK. While in the UK he also worked under the auspices of the United Africa Company. When he returned to Ghana after his studies, he started with the Bank of Ghana as an Internal Auditor. He later became the Chief Internal Auditor and Bank Examiner. In May 1975, Mr. J. V.L Mensah assumed the position of Managing Director of the then Ghana Supply Commission now called Ghana Supply Company limited. As the Managing Director, he represented the Commission both in the country and abroad and dealt with administrative and legal matters on behalf of the commission.[1] He tried to collect debt on behalf of the Commission and the Government of Ghana owed by Trefalcon[2][3]. While working for the Ghana Supply Commission, he also protected the best interest of the Government of Ghana against other outside businesses and by so doing set legal precedents widely used in commercial Law, textbooks and law Studies. Political life

Mr Mensah had a brief political life. In 1979 he was elected[[2]] to the seat for Jomoro (Ghana parliament constituency) (Nzema West) and became the PNP Member of Parliament for that area. As a Member of Parliament, he advised the youth of the Jomoro area to refrain from chieftaincy affairs[6] His input into the political life of his country and the people he served was curtailed by the Coup of 1981 in Ghana.

Rural Banking Work

On his return to Ghana after a period of absence from home, living in England, USA and Ivory Coast, he worked with his local Jomoro Rural Bank which he was instrumental in its set up in 1981, as Chairman of the Board of Directors. He enjoyed this position, made improvements, and increased the number of rural banks in the area.


Family Life

Mr J.V.L. Mensah enjoyed family life whether close or extended. He had 6 siblings, 1 male and 5 females. He was the last of his siblings to pass away. He also had 7 children made up of 5 females and 2 males


Illness and death

He fell ill in 2011 and as his health finally declined, he passed away at his home in Kengen, Ghana on 29th October 2021 aged 84.
