As per the previous AfD discussion. There has been no substantial change since this article was previously deleted. It fails WP:BIO and WP:DIPLOMAT - the Stevie Awards are non-notable minor regional awards (pay to enter and multiple winners), also simply being an consul for a country does not confer automatic notability.
