Actually, redirect to Foreign relations of Nepal, since "[country] relations" usually refers to international relations. Optionally, we could hatnote this to Category:Family in Nepal (for family relations in Nepal) or wikt:Category:ne:Family (for words about family relations in Nepali), but I don't like this because of the WP:PANDORA possibilities (e.g. would Foreign relations of France need a hatnote to Category:Family in France?).
