Neo-Stalinist countries

As we all know, some terms are used carelessly, often as a political insult, rather than correct classification. Therefore I am going to review the section #Alleged neo-Stalinist countries and see if references cited provide valid arguments for the description as "neo-Stalinist". For example, it strikes me rather weird to describe the regime of Saparmurat Niyazov as "neo-Stalinist". It is rather a case of khanate ruled my a "mini-Timur".
