Flare was left on

Corrections
[edit]I was project geophysicist on Elgin Franklin - article had significant errors which I have corrected. There should not really be a separate article on the PUQ platform as it forms part of the main field developemnt. There may be scope for a separate article on the leak but I hope that it is extinguished soon . The leak is not actually in the main platform but a bridge linked separate well head platform therefore should not really be here.
