This was deleted in a 2012 AfD for failing to meet notability requirements. It was re-created by a new account in one of their first edits in 2018. There is nothing that indicates that this is a notable forum. There is no independent reliable sourcing of this initiative by the Russian and Azerbaijani states.   • Delete: Agree with nom, most of the article refs fails WP:IS, the remaining refs are questionable based on NPOV. There are two routine mill news stories, #1 appears to be the only ref meeting guidelines, but the sources for the information the article is based on fail WP:IS. If I'm wrong, ping me with clearly WP:IS sources with NPOV WP:SIGCOV.  // Timothy :: talk  04:41, 21 January 2024 (UTC)[reply]
