I believe this article is a good candidate to split into two separate topics: fully submerged bicycle racing, which I propose should stay at this title, and partly submerged stationary fitness cycling, which I propose be created as a new "aqua cycling" article.
The primary reason for a split would be that the sources that cover underwater cycling make no mention of aqua cycling, and vice versa; there's no verifiable source for these two activities having anything in common. As a secondary concern, the intro is confusing, since it is describes details such as SCUBA and stationary bikes that apply to one but not the other, and I am unsure whether editing can sufficiently clarify what's being said.
