Temporary extended confirmed protection: Persistent disruptive editing – We have a problem with a new editor not understanding the process of adding sources..... Declined – Warn the user appropriately then report them to AIV or ANI if they continue. Sorry, but it's difficult to justify protecting the page on account of a single user, not to mention at WP:ECP level, and not to mention going from no protection straight to to ECP (and finally for a page that has never been protected before).
