Zang Shiyi or Tsang Shih-yi,(b. 1885 - d. 1956), Chinese general who was Governor of Liaoning Province at the time of the invasion of Manchuria in 1932.

Tsang Shih-yi had remained in Mukden after the Japanese seized it during the Mukden Incident. He refused to cooperate with the Japanese in the organization of a new provincial government. For this, he was arrested and confined in prison. After several months in Japanese prison, he was reinstated in January 1932, as Governor of Liaoning, renamed Fengtien, Province. He was part of the North Eastern Administrative Committee or Self-Government Guiding Board that made plans for a new State of Manchukuo to be established in February.
