The Virginia Lottery is run by the commonwealth and begun in 1989. It is one of the 12 Mega Millions members. Its proceeds are restricted by the Constitution of Virginia to benefiting Virginia's public schools.[1] The state also offers the twice-daily Cash 5, a pick-3 and pick-4 game also drawn twice each day, and scratch-offs.

In January 2008, Virginia Gov. Timothy Kaine announced a change in the leadership of the lottery. Paula Otto, a former spokesperson of the lottery and an associate director of the School of Mass Communications at Virginia Commonwealth University, took over as the new executive director on February 1, 2008.

Minimum age to play is 18.
