Municipalities vs Seats Wikiproject Mexico

Hello! I hope you are an active wikipedian. I read you wrote the article about Ensenada, I noticed you have a clear idea about municipalities vs municipal seats (cities) with the same name. For me the Baja´s articles are an example of what we must do for all the states. Could you give us your opinion about a discussion we are having at http://en.wikipedia.org/wiki/Wikipedia:WikiProject_Mexico/Strategy

I tagged the category. This will not, in itself, cause the category to be deleted. It serves to document (in the page history) that the category was empty at the time of tagging and also to alert other watchers that the category is in jeopardy.
