Would this have anything to do with this user obviously being the new incarnation of User:Ratinator? You created this account while Ratinator was still blocked, technically violating WP:SOCK again. Rather than block you outright for that I renew my strong suggestion to you to enter the adopt a user program, otherwise you may end up being blocked anyway for a lack of competence. Hi. I'm afraid I don't work WP:AFC, so I can't really answer you; you don't indicate whether there is a technical obstruction or a procedural-based one. Not working in the area, I'm going to guess that you need to be able to "move" pages and that your problem is a technical one.
