Clearly there are main two subjects that each use TCDD as an abbreviation. Looking at Google results, neither is used significantly more often than the other, and maybe even the chemical is more prevalent than the railway. Having this title as a redirect doesn't help because there are no incoming links to direct anyway. Under these circumstances a disambiguation page is more appropriate.
