Checkuser

I noticed you use "Confirmed" while other admins use "likely". A user User:merecat was recently banned for "Likely" even though the admin who ran the checkuser over a week ago didn't initiate the ban. There is a form of piling on going on with this user even though he has edited for quite a while. Is "likely" sufficient to support an indefinite ban of a user who has been editing without incident for 6 months? --Tbeatty 00:34, 13 May 2006 (UTC)[reply]

The fundimental thing to remember is that checkuser is secondary evidence; the real evidence is similarity in behavior. If the edit pattern is strong enough, having a "likely" result is perfectly sufficient to block; if the edit pattern is there, even an "inconclusive" result can be blocked, because lack of technical evidence does not equal a "not guilty" verdict. Checkuser just helps to confirm what is already known.

As for confirmed via likely, each checkuser has thier own way of speaking of results; I tend to use "confirmed" when reporting a case where the evidence links the two strongly. If the evidence suggested a link, but there was a small chance it could be different people, then I might be inclined to say something along the effects of "likely". In the end, the formula I see for deciding to block is:

Strong connection via editing behavior + checkuser doesn't rule it out = Block

It is also up to each individual checkuser to decide when to block; I prefer not to block on most cases, instead allowing someone more familiar with the case to make the decision. When I find a large group of sockpuppets from a banned user, or socks that are being used disruptively, I frequently block, but I leave most matters to other admins, just as the Arbitration Committee leaves enforcement of it's decisions to other admins. One thing I do prefer to do myself is to block underlying IPs; it's just easier for me to do it directly from the output, rather than compiling a list and making someone else go do it. Actaully, now that I look at your contribs, I guess you're probably not here, so scratch that. Here's what I was wondering: where do we stand on indef blocking school/etc. IPs? Naturally, it's not a first choice, as it has the potential to block good users, etc. However, if the ISP can't stop anything, what do we do?

Personally, I feel that we should indef the IP if we either a) don't get a reply from the ISP or a response that doesn't stop the vandalism, or b) the vandalism continues afterwards. There's probably a few other times when I'd agree with it as well. What are your thoughts? I mean, basically I'm trying to figure out what we do if the ISP doesn't help us.
