According to Barbara Tuchman's "The Proud Tower: A Portrait of the World Before the War, 1890-1914" (p. 115 of the Bantam paperback edition), the Rio de Oro had a penal colony that served as "the Spanish Devil's Island." Someone with knowledge should put this into the article with details.
