Imperial Inspector Minister (Chinese: 欽差大臣) was an eminent official or military general that represented the emperor in China (the late Ming dynasty and Qing Dynasty) and Russia. His power would often be just below that of the emperor, so that he could even command viceroys and governors of province by representing the emperor.
