Until 2009, the ceremonial county of Wiltshire was divided into the unitary authority of Swindon and four local government districts, Kennet, North Wiltshire, Salisbury, and West Wiltshire, with Wiltshire County Council providing strategic services outside Swindon.

Since 2009, local government in Wiltshire consists of two unitary authorities, Wiltshire Council, the successor of Wiltshire County Council and the four former districts, and the Borough of Swindon. The areas they cover still make up the ceremonial county of Wiltshire.
