Prabhakar Singh

Sh. Prabhakar Singh has dedicated his life in the Public Service in exemplary and most outstanding manner.  He is an Eminent Engineer and known as the icon in the Engineering fraternity. He secured his B. Tech Degree with Honors in Mechanical Engineering from one of the elite Institutions of the country Indian Institute of Technology, Khragpur. He also holds a M.B.A. Degree from the Management Institute of National repute MDI Gurgaon and Special Post Graduate Diploma in Environmental Management of Human Settlements from Institute of Human Settlement, Rotterdam, Netherlands.

During his over 37 years of Public Service in different capacities in the Principal Engineering Organization of the Central Government  CPWD,  he has made exemplary contributions in every aspect of Engineering Profession for the growth and progress of the Nation and now also relentlessly striving in the service of the Nation and also enhancing the stature of Engineering Profession. Considering his professional competence, his services were also availed by the other Ministries and Departments.

Considering his excellent track record, in the 165 years history of CPWD, it is for the first time that after superannuation, Sh. Prabhakar Singh has been reappointed twice as a Director General, CPWD by the Government. He is most efficiently managing the affairs of the huge department having pan India presence in a most professional and befitting manner. He has transformed CPWD into a modern, efficient and focused organization.

Shri Prabhakar Singh stands tall amongst the host of National and International professionals, deeply committed to the Engineering profession and to the development of the Nation. He is an ardent supporter for the cause of sustainable, clean and green infrastructure development in the country. His professional acumen, sharp intellect and popularity amongst the peers have earned him a place of prominence and needs National recognition. Under his dynamic leadership, CPWD has undergone an unprecedented paradigm shift in its functioning and a new period of accelerated positive change.

Impact of the work

Outstanding contributions, professional acumen and virtues of Sh. Prabhakar Singh in CPWD have been emulated by other Engineering Departments and the construction sector in the country. His dynamism and technical skills have created a very positive impact in the Engineering fraternity of the country. The projects assigned to him by the Government are being completed before time with saving in cost. Large numbers of projects have been completed during his tenure as Director General, CPWD. Some of the prestigious projects such as Samadhi Memorial Sadaiv Atal at Rashtriya Smriti Sthal, New Delhi in just 42 days, National Salt Satyagraha Memorial at Dandi, Gujarat, Super Specialty Hospital at Gorakhpur, Dynamic facade Lighting at North Block, South Block, Parliament House, President House, India Gate, Varanasi, Residential flats for Honble MPs at North Avenue, New Delhi were inaugurated by the Honble Prime Minister of India. These works have been widely appreciated by all. His contributions for ecofriendly sustainable development of the built habitat in the country have also been well recognized.

Contribution to The Society

Sh. Prabhakar Singh made immense contributions to the society as he was instrumental in creating all types of infrastructure facilities such as houses, hospitals, educational institutions, roads, bridges, and offices etc. in the country for the benefit to the society. He has promoted Skilling Mission of the Government by skilling the unskilled construction workers as a social responsibility. He has played a key role in implementation of Sugamya Bharat Mission, Swachh Bharat Mission, Solar Energy Mission, Digital India and make in India schemes of the Government in CPWD. Under his leadership, CPWD paid special emphasis on increasing the greenery by massive tree plantation across the country.

International Award

Shri Prabhakar Singh won prestigious Platinum Award of Emersion Cup 2008 for innovative air conditioning of Heritage Buildings and their preservation.

National Award

He received many awards and accolades during his illustrious long career in Public Service. Some of them are Eminent Engineer Award by the Institution of Engineers for his exemplery contributions in Engineering profession, CIDC Champion Technocrat Par Excellance Award by CIDC for promoting innovative and sustainable practices in construction and creating vibrant environment in the construction fraternity, Distinguished Alumunus Award by the IIT Kharagpur for his exemplarty achievements in Public Service, Best Special Director General Award and Best Chief Engineer Award.

Significant contribution

Under his leadership, CPWD played a pivotal role in the Central Governments developmental activities. Ever since, he took over the reins of CPWD, increase in workload of the Department has been phenomenal and unprecedented in comparison to trend of previous years. He has brought holistic change in the overall operations of the department. He is making concerted efforts in promotion of construction of Green Buildings and adoption of new and emerging technologies and various energy efficiency and conservation measures in the construction. He published several Papers on arbitration, energy conservation, contract management, interdisciplinary coordination in complex projects, maintenance management of building services, energy conservation and energy saving etc.
