- Delete never going to be useful on English Wikipedia, as the subject content is not notable enough to ever be created on here. Uploader User:MogasTheThird was blocked from Commons at the end of April for repeated copyright violations, and this seems like more of it. This photo is taken from what looks a lot like a Flickrwashing account from MogasTheThird; of its three photos, the other two of Rustam Emomali and Noh Woong-rae were uploaded to Flickr the same day that MogasTheThird edited or created those articles here. (The former may have already been uploaded to and deleted at commons.) The photo of Noh Woong-rae on that Flickr account also appears at http://www.ohmynews.com/NWS_Web/View/at_pg.aspx?CNTN_CD=A0002625759 as "© Kim Cheol-gwan", suggesting that Flickr user Edward Sanchez does not have the power to release these photos into the public domain, as File:Peoples Culture Palace DPRK.jpg claims him to have done.
