Under construction?

So far, the only source we have to confirm that this building is being constructed is this Korean one, which I'm not sure is that reliable. The Google translation into English can be found here. I cannot find any other sources that confirm its groundbreaking, and if the ground was broken four years ago, surely its Emporis page would say so. --timsdad ^(talk) 07:11, 18 November 2009 (UTC)
