That's quite plausible, as the range belongs to Fox Entertainment Group, so it's controlled by someone at Fox. You'd need to provide convincing evidence you have tracked down the person responsible for the abuse and taken specific steps to ensure they'll never edit Wikipedia again (until their main account is unblocked). Note, though, this pretty much requires you to be a network administrator at Fox. If your goal is just to edit Wikipedia, I very strongly suggest you follow the instructions I've provided.
