- Bedford - promoted from Division One
- Broxbourne Borough - promoted from Division One
- Welwyn Garden City - promoted from Division One
Five clubs have applied for promotion to Step 4: AFC Dunstable, Berkhamsted, Hertford Town, Hoddesdon Town and London Colney.[2]
