Anna Danilina and Alexandra Panova won the women's doubles title at the 2023 Hamburg European Open, defeating Miriam Kolodziejová and Angela Kulikov in the final, 6–4, 6–2.

Sophie Chang and Kulikov were the reigning champions,[1] but Chang chose not to participate this year.
