Born in Prijedor in 1937, Radišić graduated in 1964 from the University of Sarajevo Faculty of Political Sciences. From 1977 to 1982, he served as the mayor of Banja Luka, Bosnia's second-largest city. From 1982 to 1985 he headed the defense ministry of SR Bosnia and Herzegovina. In 1996, he became a founding member of the Socialist Party of Republika Srpska.
