When the Papal States existed, there was the same distinction between them and the religious entity called the Holy See as there is now between the Holy See and Vatican City State. Esoglou (talk) 07:57, 27 June 2013 (UTC)[reply]

I suspected that "treaties of the Papal States" might be too much of a shortcut name for some users, even with the category definition that was included, so I had the category renamed to "treaties of the Holy See (754–1870)". The category was never meant to imply that it was the Papal States cum state that was concluding or ratifying the treaties as opposed to the more amorphous Holy See.
