I agree! HBO or hogeschool (lit. translation 'High school') is a lower educational institute than the university. They don't have an academic level, they don't have Ph.D's, they don't have professors, they don't produce science, they might read scientific books made by universities! Only the highest educational institutes are universities in The Netherlands. The title 'universiteit' (Dutch for 'university') is protected by the Dutch law. HBO's circumvent the law and call themselves 'university' because the English word is not protected by the Dutch law. Unfortunately HBO students/ teachers are also free to edit the Wikipedia and spread lies. :-( They mislead people by using words like 'science' or 'research'. But there is not a single 'hogeschool/ HBO' on the list of the 1000 best universities of the Shanghai University. Why?
