District 3 of Tehran Municipality is a significant urban area located in the northern part of Tehran. It spans over 3,000 hectares, making it one of the largest urban areas in the city. The district is bordered by Shahid Chamran Highway[1], Shahid Modares Highway [2], and Shahid Sadr Highway [3] to the north, Pasdaran Street and a portion of Shariati Street to the east, Shahid Qassem Soleimani Highway and Shahid Hemmat Highway to the south [4], and Shahid Chamran Highway to the west. Within the Tehran municipality, District 3 is divided into six districts and twelve neighborhoods. Mellat Park[1], a popular recreational spot, is one of the notable attractions in this area. Covering an area of 32 square kilometers, District 3 also boasts cultural areas such as Arsbaran Cultural Center, Allameh Amini Library, Shahryar Library, and Water Museum Garden, which is situated on Yakhchal Street. These cultural sites contribute to the vibrant and diverse character of the district.

History[edit]

The history of the area that now comprises District 3 of Tehran Municipality [2] is intertwined with the history of Ray and later Tehran. The region, known as Shemiran [5], served as a summer resort for the people of Ray in the past. The fabric of settlements in the area started to take shape around rural settlements such as Deh vanak[6] , Qolhak, Zargandeh, Rostam Abad, and Ekhtiyarieh, dating back to 1951. The area was characterized by its difficult mountainous terrain and was home to several fortifications. During the 20th century, the villages in the area transitioned into summer residences for the residents of Tehran. This period saw a decline in agricultural activities and the emergence of gardens as a prominent feature. In the last half-century, the region has experienced significant growth and expansion as the city of Tehran expanded, covering all the lands of District.

The consequences of the growth and development in District 3 of Tehran Municipality over the last half-century include:

1. Definite stoppage of agricultural activity: With the rapid urbanization and expansion of the city, the agricultural activities in the lands surrounding the villages in the region have significantly declined or completely ceased. The agricultural land has been repurposed for urban development and infrastructure projects.

2. Formation of checkered textures: As the city expanded, empty and former agricultural lands were transformed into urban areas. This has led to the formation of checkered textures, characterized by the construction of buildings and the establishment of new residential, commercial, and institutional areas.

3. Destruction of gardens and fragmentation of land: The growth of the city has destroyed many gardens that were once a prominent feature of the region. These gardens have been replaced by urban structures, and the land has been fragmented into smaller plots for various development projects.

These consequences reflect the transformation of the region from a rural and agricultural landscape to a densely populated urban area.
